Multi-Tiered System of Supports (MTSS) is defined as a whole-school, data-driven, prevention-based framework for improving learning outcomes for EVERY student through a layered continuum of evidence-based practices and systems. (from Colorado Department of Education, Office of Learning Supports


Within Colorado, there are six Essential Components in the Multi-Tiered System of Supports framework:

  1. Shared Leadership
  2. Data-Based Problem Solving and Decision Making
  3. Layered Continuum of Supports
  4. Evidence Based Instruction, Intervention, and Assessment Practices
  5. Universal Screening and Progress Monitoring
  6. Family, School, and Community Partnering (FSCP)

These components are not sequential and not hierarchical. They are complementary, and they are not mutually-exclusive. (from Colorado Department of Education, Office of Learning Supports)


1) Shared Leadership: Our MTSS team is comprised of administrators, counselors, interventionist, gifted coordinator, literacy specialist, special education teachers, English Language Development and district intervention staff.

2) Data Based Problem Solving and Decision Making: The MTSS team looks at screening measures for Tier 1 decision making. The team considers targeted assessment (classroom measures, progress monitoring/curriculum based measures) for Tier 2 decision making. The team considers individualized measures and diagnostic assessment for Tier 3 decision making.

3)Layered Continuum of Supports: In Tier 1 the supports can include differentiated instruction, Access class instruction and activities, and whole school activities/instruction (expectations, social issues, etc.). In Tier 2 the supports can include small group targeted instruction/discussion (behavior, motivation, study skills, etc.), dedicated Access classes, Literacy Lab, and Check In/Check Out. In Tier 3 supports can include individualized support in class and one on one conferencing with counselors, interventionists, and teachers.

4) Evidence Based Instruction, Instruction, Intervention, and Assessment: Research based curricula across content areas, instructional strategies, district, state, and classroom assessment, and interventions. Examples are Executive Functions for Middle School, The 7 Habits of Highly Effective Teens, Positive Behavior Supports and Interventions, Language!, Check In/Check Out, Active Reading, etc.

5) Universal Screening and Progress Monitoring: Universal-Colorado Measures of Academic Success, Scantron, Cognitive Abilities Test, grades, Social Skills Screening, Executive Functions Screening. Progress Monitoring- curriculum based measures for academics and social skills, AIMSWEB.

6) Family, School, and Community Partnering: Parents , counselors, and community liaisons participate in problem solving process.
